I was able to upload everything to Nexus after configuring my settings.xml correctly. I have two remaining/new issues:
1. I can't seem to connect to home.apache.org to upload the site. I've tried sshfs and sftp, both seem to hang. I can always upload the site to GitHub, but I'm not sure if that's acceptable. 2. I committed the artifacts to this repo < https://dist.apache.org/repos/dist/dev/commons/dbcp/> as mentioned in dbcp-RC.sh and the release page, but I don't see anything committed there. Not sure if I did that right as the instructions on < https://commons.apache.org/releases/prepare.html> differ from dbcp-RC.sh. I hope I didn't screw anything up here.
