Yes, that's deliberate.

You have to get write access to the tree as per the start of the
asf-auth file at:

https://git1-us-west.apache.org/repos/asf?p=infrastructure-puppet.git;a=blob;f=modules/subversion_server/files/authorization/asf-authorization-template;hb=HEAD

Make the changes, then revert the permission.

For safety, best to just add yourself.
