Yes, one ticket for moving to git and one more ticket for github
integration like the following example:
- https://issues.apache.org/jira/browse/INFRA-9952
- https://issues.apache.org/jira/browse/INFRA-9961

The second one should be issued after the first one completes, I guess.
Also, please be aware that there should be minimal "freezing" time
because each repo (svn and git) should be set to read-only during the
migration and validations.
