I created a 3.0 version just for fun... but... it seems that while we
opened up Commons to all Apache Committers, JIRA is another matter.

To assign an issue, you must be one of:


   - Project Role (PMC)
   - Project Role (Committers)
   - Project Role (Administrators)
   - Group (jira-administrators)

Should we make it such that any Apache Committer can assign an issue?
