Is it ever necessary to allow negative intervals (e.g. wrt to "tolerance")?

If not, I propose to add a check in the constructor:

   if (upper < lower) {
       throw new
NumberIsTooSmallException(LocalizedFormats.ENDPOINTS_NOT_AN_INTERVAL,
                                           upper, lower, true);
   }
