You can find the instructions here [1]. Basically you'll need to inherit
from our parent pom. For sandbox components there is a special sandbox pom.
Further more some properties need to be set up. Probably it's best to have
a look at one of the other sandbox poms. I'm not sure whether we have
released a sandbox pom with the latest commons-skin. Maybe you'll have to
use the commons-parent pom directly (I did it this way for BeanUtils2).
Make sure there is a directory for your component at
https://svn.apache.org/repos/infra/websites/production/commons/content/sandbox/
