There are two stages to the mirroring: 1) svnpubsub copies the files from
https://dist.apache.org/repos/dist/release/commons/math/ to http://www.apache.org/dist/commons/math/ this is geo-dependent, and resolves to http://www.eu.apache.org/dist/commons/math/ and/or http://www.us.apache.org/dist/commons/math/ This should occur almost immediately, certainly within an hour or so. If not, contact INFRA. 2) The external mirror sites fetch the updates using rsync. Sites are required to do this 2-4 times per day, so most sites should be up to date within 24 hours. Some sites may take longer, as it may take them several cycles to catch up. But if many sites don't have the files after a day, contact INFRA. I recommend waiting 24 hours after publishing the files to dist before updating the site and sending the announce. Note that the rsync server for the US mirror master was borked for about a day recently.
