No, the groupId is now org.apache.commons

ArtifactId: jcs => commons-jcs

Also the package name has changed:

org.apache.jcs -> org.apache.commons.jcs

The idea is that if the package name has to be changed again, i.e. to
org.apache.commons.jcs2, then the artifactId would become commons-jcs2
so that they agree with each other.

But that's not necessary unless we need to break binary compatibility
again in a future release.
