Subject: [POOL] recent duplicate JIRA issues

There was a spate of duplicate issues opened last night.

At the time, the JIRA workflow was failing to report successful
creation of an issue.
Instead, nothing appeared to happen, and the dialog (with submit
button) was left on the screen. I know, because this happened to me at
the same time.

The natural response is to retry the submit, which is what I assume
the reporter did.
I managed to avoid doing this because I noticed the dups and remembered
https://issues.apache.org/jira/browse/INFRA-6926

Rather than leaving the duplicate issues cluttering up JIRA, I suggest
they are deleted.
Is that OK with folks?
