I think not.

For example in the page:

http://commons.apache.org/proper/fileupload/index.html

there will be the link:

../../volunteering.html

That will become:

http://commons.apache.org/proper/fileupload/../../volunteering.html

which reduces to

http://commons.apache.org/proper/../volunteering.html

then

http://commons.apache.org/volunteering.html

which is the correct link
