Not if you see the full URL, but if you run

svn co 
http://svn.apache.org/repos/asf/commons/proper/commons-build-plugin/tags/1.4

the default dir is 1.4.

But this is not the main issue.

I'm saying: please follow the existing convention for commons-build.

The *only* tag that does not follow the convention is 1.4; it's not as
if there's a mix of styles here.

Using a different convention in this case makes it harder to find the
latest release.
