Some folks have argued that tags should be RO. I do not think that is strictly neccessary especially if I make a snafu while building an RC. But it does seem reasonable to track anything that was VOTEd on, pass or fail. There is also the argument that our release process is burdensome enough as it is and that having another step at the end to clean this up makes it even more so.
