This is a VOTE to release commons-parent 23 based on RC4. As agreed previously, commons parent release votes operate on lazy consensus, i.e. the vote is assumed to have passed if 72 hours have elapsed without an objection.
Changes since RC3: The buildNumber profile is now activated unless the property buildManager.skip=true It no longer checks for the .svn directory. This is not perfect, but is better than CP22 and the plugin can now easily be skipped if necessary.
