Projects are free to change the name of a component whenever they like.
Changing the name of a TLP requires board approval.

There are obviously several things to be taken into consideration when
considering a name change including:
- how well know is the current name
- impact on existing users
  - Maven artefact names
  - searching for old name
  - changes to build systems to use new name
  - bunch of other stuff I haven't thought of
- effort required be dev community
  - update code
  - update website
  - update Jira + other supporting systems
  - bunch of other stuff I haven't thought of
- benefits of the change

I haven't seen much discussion of the relative pros and cons of this
change so far.
