I'm not proposing that we go ahead and change all the components immediately, just that projects should consider fixing the layout at some point. However, what would be useful now is a Wiki page listing what needs to be changed, and what needs to be checked. I've made a start here: http://wiki.apache.org/commons/MavenStandardLayout but it is incomplete.
