It is a release and that requires a positive action from the PMC to
approve the release to ensure the necessary legal protection for the
release manager is in place.
But the thread said it's a *lazy consensus* which still means
it is PMC approved only silently.
When a first -1 is entered the vote process automatically
switches back to the standard ++3 votes.
Nevertheless it's been canceled, so doesn't mater any more.
