There is little active development going on, for two reasons:
(1) What we have works reasonably in its given state
(2) I haven't had much time to continually track changes to the working drafts

Having said that, I will make two other points:
(a) I do hope to find some time when the SCXML spec goes 1.0 to brings
things up to date with that version (anything in between is a bit of a
moving target given limited cycles)
(b) Others are always welcome to jump in with patches and changes

Understandable, though I don't know what you mean by the last bit --
we are certainly not planning to be unstable ;-)

In summary:
 * If you've tried Commons SCXML and it works for you in its current
state, use it (past releases will always be available)
 * If you've tried Commons SCXML and you'd like to add/improve things,
open tickets (with or without patches) and see how that goes
 * If you want to help update Commons SCXML to spec v1.0 (when it
comes out) -- all help is welcome
