Both the committer and PMC addition process happens on the private PMC list so we can be candid, yet polite (knowing full well that people can read the archives later on :) ).
The kick off for a vote is organic; either an existing member flags that it should happen, or the individual in question hits a barrier that makes it hard for them to increase their level of contribution and they politely raise it in an email (like Damjan has done). At that our extremely well oiled process kicks into gear.... if anyone should need the gear workings for a Model T Ford, let us know :) If anyone, like Damjan, wants to be a committer and can justify why [i.e. the contributions that explain why you and not any other contributor to the mailing list/JIRA], please feel free to step up and do as Damjan did.
