I am not a German speaker either, but reading that algorithm at Wikipedia, I think it is a question of whether that "Aaclan" name is pronounced like "Aklan" (thus 4 for K) or "Aslan" (thus 8 for S). I think that that "c" will be pronounced as "K" there.
