I've copied the compatibility notes from changes.xml to the release notes. AFAICT, unfortunately it's not possible to use any formatting in the action:description attribute in changes.xml. <br/> causes an error for me. <ul><li></li></ul> causes the report to be prematurely terminated with _no_ error message!
