There is already a Fraction class in [math]. I'm not sure if it should
be removed from [lang]. If it was put there at the first place, it was
needed by someone. Pushing users towards [math] may be difficult for
such a small class.
[math] is a specialised library that most users don't need. [lang] is a
general purpose library that many users do need. Fraction is a general
purpose class, and fits well in [lang]. There is no reason why it
shouldn't be in both places, and I'm -1 on removal from [lang].
