I followed the process on top of this page for the previous Commons SCXML release using m2: http://wiki.apache.org/commons/CreatingReleases There are various m2 things you could run into, here are some [1, 2, 3]. If you choose to use that process and things don't work as intended, start by looking at the Commons SCXML pom.
