The fact that there doesn't seem to be any consistent interest in
developing Commons CLI is the problem.  I cannot commit any of my time
to it I'm afraid.  I haven't really had chance to test Emmanuel's
putative fix for CLI-137 which was a principal blocker.  However, a
quick check appears to show that some of the problems of CLI-137 are
still present  in HEAD.

The lack of progress on a 1.2 release, and the fact that a decision was
made to say 1.x  had no future and that the future was in 2.x but
without there being any development activity has led to some apathy
towards Commons CLI.  In the Groovy community there is some thought of
dropping Commons CLI and switching to JOpt Simple.  Indeed Gradle has
already done this despite the fact that Commons CLI is supposed to be
integrated into Groovy.

Unless Apache Commons can find a team to work on Commons CLI at least a
little bit, it might be better to declare an end of life and so give
people some certainty.  JOpt Simple may be less good that Commons CLI
but the person developing it is maintaining it actively.

A couple of people put their hands up a couple of months ago offering
effort but their offers weren't picked up on.
