[cli] In C# port Option type is now stored as Type instead of Object

I didn't see a reason that the Option's type should be stored as an  
instance of a given type when the Type class exists, thus I am now  
storing the type as a Type. I did not change this simply to suit my  
own preclusions, but rather it is much easier to deal with TypeHandler  
if the type is actually stored as a Type.
