[commons-parent] Intent to release

This is a just a heads up, in case anyone wants to add something more to 
commons-parent before I call a vote to release it. commons-parent can't 
be released until maven-sources-plugin 2.0.4 has been released, which 
will happen this Sunday about this time, at the earliest. So you have 
until then...
