I did the rest last night, so adding people to JIRA karma is either:

a) Add them to the commons-developers group if you have site admin permission.
b) Add them as individuals to the member role for the short term, and
request a site admin add them to the commons-developers group.

Everyone in Commons can do b). A lot of us can do a), though the aim
is to start shrinking that number now that the role system exists.
Most other projects are using roles as their main karma system and so
don't need the site-admin.
