Manually tested basic VM lifecycle, console, template, and network lifecycles manually with one VM under admin user. (assuming smoketests have passed or will pass) Built RC3 deb oss pkgs from source and upgraded my arm64/RaspberryPi4 cluster with those packages. Tested a few VM, template, network lifecycles and console post-upgrade. I've uploaded the convenience pkgs for arm64 (RaspberryPi, Ampere) users here http://download.cloudstack.org/arm64/4.16<http://download.cloudstack.org/arm64/4.16/> and http://download.cloudstack.org/arm64/systemvmtemplate/4.16/ These oss pkgs and systemvmtemplate use the same source but are built/optimised for arm64 target (though with 4.16+ the regular noredist pkgs may also be used on arm64 now!). The cloudstack-management pkg bundles arm64 KVM systemvmtemplate based on Debian 11 cloud images<https://cloud.debian.org/images/cloud/> so no seeding is required.
