Li, Have a look at https://github.com/apache/cloudstack/pull/5658, i haven't tested it but in theory it should solve the issue. The regression was to to a fix of another issue. If the new PR doesn't work we'll need to discuss reverting the other one or leaving this in as a known bug. I think this bug is more pressing, but let's test the fix first.
