All, I've tested a toy Ubuntu 20.04.1 + Ceph 15.2.7 + ACS 4.15RC3 env, and I think the issue is coming from libvirt or rados java. This was seen on an existing Ceph cluster added prior to upgrade (upgrade to both ACS 4.15RC3 which bundles a new rados-java v0.6.0 dependency) where VM deployment previously used to work but now does not:
