In old password server (serve_password.sh), it return "saved_password" if
the password is empty.
now it is set to empty in passwd_server_ip.py.
our script for linux (cloud-set-guest-password.in) can deal with them very
well.
I donot have the source code of the windows application for password. If
the issue does exist, we need to apply this PR for backward compatibility.
