I’ve updated the docs:

You can add a metadata XML with multiple IdPs, you can now add a metadata xml 
file in /etc/cloudstack/management (in the classpath) if the passed in metadata 
URL is not a HTTP based (could be file:// or simply a filename like 
metadata.xml).

To give the IDP a friendly name, add a Org name section in the IDP metadata 
xml. See this IDP as an example which is federation of multiple IDPs: 
https://ds.cafe.rnp.br/metadata/cafe-metadata.xml
