Yes, deployDataCenter.py just invokes CloudStack API calls the way the GUI would.
That script makes it easier/less error prone to set up a cloud compared to walking through the GUI each time and performing the same setup (it's easy to make a mistake that way if you often create the same cloud environment since doing this manually and often can be a bit tedious). That kind of a script is also necessary for automation activities (like automated tests that require a CloudStack cloud to be set up, later taken down, then re-set up).
