Daniel, I hit this bug as well setting up a new env based on 4.4.2 as well but it turned out I hadn't ran cloudstack-setup-management succesfuly. Can you check that? the issue I think is in the setup of the sudo rights. check if the line at the botom of the sudoers file on the ms reads something like
