Guys, All that ACS does is to resize the ROOT disk (ie the whole /dev/vda or /dev/xvda), it does not care about partitions, filesystems or OSes inside it.
Expanding the partitions and filesystems later on is left to the admin, or if you have cloud-init installed that will take care of it; it is also trivial to expand the partition and filesystem in Windows (Manage > Disk management). ACS has nothing to do with virt-resize, that's part of libguestfs (which btw can deal with Windows, too); ACS uses qemu-img [resize] in KVM.
