CloudStack is a huge project. That being the case, I'm personally not overly concerned about the number of open tickets in JIRA. As far as we know, none of them is a blocker. I'd only be concerned if a substantial number of these tickets are "Critical" in nature.
I worked on a SAN technology at HP for almost seven years. It was a huge project and we always seemed to have 100s of open tickets. You know what, though?
