I used those numbers just for example. Here I am not creating template from Snapshot, I am registering through URL and then downloading it. Even in 2 GB case, it will exceed the limit if I set the limit as 5 GB. Here I am able to register 3 templates and get the total count as 6 GB which exceeds the limit.
