I could be wrong, but I believe the idea of zipping the content for the UI start page was discussed, but has not yet been implemented.
As far as I know (and have experienced), every time you go to the start page, it does seem to take a while to load if you are not over a particularly fast connection (if I'm in the office, it loads quickly; if I'm over a VPN connection from, say, home, it tends to be noticeably slower).
