There isn't one as such.

IIRC, the plugin should be loaded with the default build of CloudStack.

In addition, you'll have to run the plugin's remote agent on Hyper-V server you 
want to control.  There is an app.config with the required settings.  While 
there's no manual for these settings, it should be possible to figure out what 
each means from their name.  Those starting with the prefix 'test' are not 
required for a running system.

Also, be sure to start the agent before you add the server in CloudStack.
