Both eth0 and eth1 must be up. In your case only eth0 is up (guest network) and eth1 is down (link local).
Inspect the contents on /var/cache/cloud/cmdline Attempt to setup IP manually to see if it helps for eth1. Default GW must be on eth0/guest network.
