I believe the encryption for vCenter password was implemented as a part of 3.0.x, so the Cloudstack-4185 won't apply if the upgrade is done from freshly installed 3.0.x.
Vijay should be able to provide more info on the topic as I remember him fixing this particular upgrade related bug.
