I think it's individuals who've subscribed to Github copilot are able to use it using their account. I don't see any option for myself when trying to add copilot as a reviewer: https://docs.github.com/en/copilot/how-tos/use-copilot-agents/request-a-code-review/use-code-review

If you can not see the possibility to add a reviewer, or if Co-Pilot is not there as a possible reviewer, you probably have to be a committer (or be in the collaborators lists) to have access.
