I think making it mandatory is good due to following:

1. The guestOS version is upgraded over time the support for old OSes may
be withdrawn, a this point I do not have exact dates on those though.
2. We are bundling Hypervisor tools onto the system Vms and with dynamic
scaling they will work seamlessly.

On the other hand the older templates are still compatible, could be a
good reason to make this optional.
