We don't have any hard and fast rules. It's really up to the release manager to call it and the community to vote on it. As a general practice, I'd like to not release anything with a blocker bug - but if we're sitting in wait on a maintenance release for weeks and no one is coming forward with a fix, I don't know it's reasonable to continue being in a hold pattern for that one issue.
