It's the other way, currently , scope of the primary storage can be selected as 
Zone/Cluster for zones with KVM hypervisor.
Zone wide primary storage is not yet supported for other hypervisors.

Local storage is added by default as the local storage attached to a host. User 
don't add it explicitly.
