Unless I'm mis-understanding the question, I believe this has been
covered by Apache previously:

It shouldn't matter that some of the code is in C#, so long as it
doesn't require us to distribute anything under a prohibited license.
But you can "rely" on prohibited components "if the component's licence
terms do not affect the Apache product's licensing. For example, using a
GPL'ed tool during the build is OK."
