I've trouble understanding what exactly you're doing. Alright, yes we need Internet connection because maven needs to download dependencies for building CloudStack. Make sure you've a host-only network, see vbox's preferences->network, should have a name like vboxnet0 and network 192.168.56.x/24, if you're on Windows assuming you've a ssh client such as putty, you may ssh into devcloud and build cloudstack inside devcloud.
