[VOTE] Add PortCMIS to Apache Chemistry

Hi,

I would like to start a vote on PortCMIS [1], a CMIS library for .NET 
4.5,
Windows Store apps, and Windows Phone apps.
Should Apache Chemistry accept this contribution and add it as a new 
subproject?
