We've been down this road before with WAS7 and classloading whenever a separate JAX-WS/JAXB stack (other than WAS's own) is used. Was not fun but did get things working...
In addition to PARENT_LAST ... make sure to also set Classloader PER Application,* not Single*. That will hopefully help.
