When a fieldset lists an OBJECT_FORMS-hidden property before a visible property, a PANEL action is associated with the hidden property. Wicket collects fieldset actions only from properties that are not statically hidden in object forms, so the action disappears. Choose the first valid property that is not statically hidden in OBJECT_FORMS or ALWAYS when installing the fieldset action layout group. Add a synthetic view-model/layout regression that loads the real grid and verifies the panel action remains associated with the visible property.
