Description:
The default behavior should be to allow breaking, while table decorators or
application scoped CSS can always overrule that.
My motivation for this change was that for tables with many columns for the end
user its rather difficult to do a horizontal scroll to see the last column.
Hence we should allow the table to rendered smaller if possible. Which it is if
column header text is allowed to break.
